Introduction

BidVerse was developed to simplify the way government organizations manage their tendering and procurement activities. The platform brings different parts of the procurement process together, starting with preparing tender documents and continuing through document review, bid evaluation, and award recommendations. A key focus of the project was to reduce the amount of manual work involved in handling large tender documents and preparing evaluation criteria. The platform uses AI to help extract relevant information, support RFP preparation, and organize evaluation requirements. Procurement teams can review the generated information, make corrections, and take decisions before anything is finalized. The system also includes role based access, approval workflows and audit tracking for each user to work according to their responsibilities and procurement activities remain traceable. The overall aim was to build a practical procurement solution combines AI assistance with the review and control required in government tendering.

Time-Consuming Tender Preparation

Preparing a tender or RFP involves more than just writing the document. Teams need to organize the content, follow the required format, and make sure important details are not missed. Doing this manually for every tender can take considerable time.

Working with Different Document Formats

Tender documents do not always arrive in the same format. Some are scanned PDFs, while others are regular PDFs, Word files, or separate annexures. When several files belong to one tender, keeping everything organized and reviewing the information across them becomes a challenge.

Finding Details in Lengthy Documents

Tender document can contain a large amount of information, and the details users need may appear in different sections. Checking eligibility conditions, submission dates, evaluation requirements, and department information manually can slow down the preparation and review process.

Preparing Suitable Evaluation Criteria

Evaluation requirements are not the same for every tender. The team needs to understand the tender conditions before preparing scoring methods, evaluation criteria, and technical checklists. Making sure these details match the procurement requirements requires careful review.

Managing Different Evaluation Stages

The PQ, technical, and commercial stages involve different checks and responsibilities. Teams also need to manage scoring, reviews, and approvals for each stage. Handling all these activities together can make the evaluation process difficult to coordinate.

Tracking Revisions and Changes

Tender documents can change after a corrigendum is issued, and evaluation information may also be updated during the review. If earlier versions are not maintained properly, users may struggle to identify the current document or check what has changed.

Controlling Access for Different Users

The platform is used by people with different responsibilities, such as administrators, procurement managers, evaluators, approvers, and auditors. Each person needs access to the information and features required for their work. At the same time, sensitive documents and restricted actions must only be available to authorized users.

AI-Assisted Tender Preparation

BidVerse helps procurement teams prepare tender and RFP documents with AI support. Users can generate initial content, review the suggestions, and make changes based on the specific requirements of the tender.

Tender Information Extraction

AI helps identify important information from tender documents, including reference numbers, titles, categories, eligibility requirements, evaluation parameters, deadlines, milestones, and issuing department details. This makes it easier for users to locate key information in lengthy documents.

Evaluation Criteria Support

The system supports the preparation of evaluation criteria, scoring frameworks, and technical checklists for Pre-Qualification (PQ), Technical, and Commercial/Financial evaluation stages.

Document Ingestion and OCR

The platform supports scanned PDFs, digital PDFs, Word documents, and tender packages containing multiple files. OCR is used to read information from scanned documents and make it available for further processing.

Calibration and Human Review

AI-generated results are reviewed by authorized users before they are finalized. Users can compare the output with the original tender documents, correct the information, and override the suggestions whenever required.
